October 22, 2005 -- Late in the day on Friday, October 21, President Bush nominated the US Attorney for Eastern Virginia, Paul McNulty, to replace departed James Comey as Deputy Attorney General. Bush's first pick, Timothy Flanigan, withdrew over his past ties to indicted GOP lobbyist Jack Abramoff.

McNulty has been the chief prosecutor in the American Israel Public Affairs Committee (AIPAC) espionage case involving ex-Defense Intelligence Agency (DIA) and Pentagon analyst Larry Franklin, two former AIPAC officials, and Israeli spies. McNulty's case continues to look at other principal players in the espionage ring, including officials close to Karl Rove and John Bolton.

As reported previously by WMR, McNulty has shared evidence with CIA Leakgate Special Prosecutor Patrick J. Fitzgerald. The evidence primarily concerns forged Niger government documents that were laundered by Pentagon neocons through Rome. Also of interest to both McNulty and Fitzgerald are a number of names common to both investigations, including former Deputy Defense Secretary for Policy and Plans Douglas Feith.

Before he departed Justice, Comey appointed career Justice prosecutor David Margolis as Principal Associate Deputy Attorney General to serve as a firewall between recused Attorney General Alberto Gonzales and Fitzgerald. Comey's decision was based on the potential presence of Bush loyalist Flanigan as Deputy Attorney General.

PREDICTIONS: With Fitzgerald, McNulty, and Margolis now all on the same Justice Department team, the appointment of McNulty and his assistants into the number two spot at Justice spells real trouble for people like Rove, Libby, Cheney, and others, including Defense Secretary Donald Rumsfeld and his closest advisers who remain under investigation for their possible roles in the forged Niger documents as well as falsifying other intelligence in the lead up to the war in Iraq.

With Bush I National Security Adviser Brent Scowcroft (who was fired by George W. Bush on Cheney's advice as Chairman of the President's Foreign Intelligence Advisory Board) and Colin Powell's Chief of Staff at State, Jim Wilkinson, making public broadsides against the neocons, look for a wider chasm to develop between the Bush I Republicans and the neocons around Cheney.

The GOP last ditch strategy appears to be that the Bush I Republicans will take over the vacuum left after Cheney's departure and the indictments of leading neocons for their roles in both CIA Leakgate and AIPACgate. The strategy will also mitigate the indictments that will be handed down for leading GOP congressmen over their involvement in Abramoff's tainted money scandal. Look for GOP congressional "blue state" moderates to assume control from Tom DeLay, Roy Blunt, Bob Ney, and others.

Paul McNulty as Number 2 at Justice will insulate Fitzgerald and Margolis from neocon retaliation during the internal coup. The bottom line is that for his remaining three years in office, George W. Bush will no longer be taking orders from a "higher father," but from his own father and his closest associates: Scowcroft, James Baker, and others.

October 22, 2005 -- On October 20, 2005, two of Tom DeLay's co-defendants in the GOP money laundering scandal held an unusual news conference in Washington, DC as DeLay was being booked, photographed, and fingerprinted at the Harris County, Texas jail. Jim Ellis, the Executive Director of DeLay's Americans for a Republican Majority Political Action Committee (ARMPAC) and John Colyandro, the former head of Texans for a Republican Majority PAC (TRMPAC), held a news conference at the National Press Club. What was unusual was the lack of attorneys speaking on behalf of either of the two indicted GOP officials. Both Ellis and Colyandro castigated the judicial and law enforcement process in Texas by citing the "criminalization of politics," the new neo-con buzz phrase for the trashing of the U.S. Constitution and the Constitution of the State of Texas.

Colyandro said, ". . . the Travis County District Attorney, Ronnie Earle, has sought to criminalize our right to legally participate in the political process." Ellis claimed "Democrat leaders in Texas and nationally are attempting to use the criminal justice system to achieve political victories that they failed to win at the ballot box."

The Ellis/Colyandro press conference coincided with a full court press on Ronnie Earle, Judge Bob Perkins, and members of the two Grand Juries who indicted DeLay. This GOP tactic, itself, is an attempt to attack law enforcement and the judiciary in methods reminiscent of the Nazi debasement of the Weimar Republic institutions of interwar Germany.

October 22, 2005 -- Special Prosecutor Patrick Fitzgerald's new website. If indictments are issued next week (Wednesday is the talk of the town), this is where they will appear. Meanwhile, there is speculation that the delay in issuing the indictments came about as a result of some last minute plea bargaining between the prosecutor and targets. These negotiations may be centered around a Vice Presidential resignation.

October 22, 2005 -- Questions remain about Marvin Bush maid's death. Seasoned intelligence and law enforcement specialists have had an opportunity to review the police report on the suspicious death of Marvin Bush employee Bertha Champagne on September 29, 2003. Chief among the questions are: How could a vehicle traveling at mere 5 miles per hour have struck and crushed a person without prior warning? How could a late model vehicle go into gear without the key being in the ignition? Why would the key be in the ignition if the employee was walking the dogs? Why didn't the dogs start barking and alert Mrs. Champagne to danger? What was actually on the videotape in question? What was the circumstance of the videotape encounter between Mrs. Champagne and President Bush? Why were dirt samples not being analyzed by the State of Virginia lab? Could dirt samples have pointed to the presence of other witnesses/suspects? Why did the vehicle continue to cross Ft. Hunt Dr. after hitting the woman and the outer building without someone being on the accelerator peddle (the driveway is a flat surface, no incline)? Why were there no witnesses to the car crossing Ft. Hunt Rd. on its own during a Monday night rush hour -- 9:06 pm? -- (Ft. Hunt Rd. is an extremely busy road connecting two main arteries -- Route 1 and George Washington Parkway).

EXCLUSIVE TO WMR: Marvin Bush's maid wanted to show him a video of her and President Bush. Moments later she was crushed to death by her own vehicle in Marvin Bush's driveway.

WMR has obtained a copy of the Fairfax County police report on the mysterious death of First Brother Marvin Bush's maid, Bertha O. Champagne, in the driveway of Bush's Alexandria, Virginia home on September 29, 2003.

The police report fileD by Pfc C. E. Beach on December 4, 2003 states, "September 09-29-03 at approximately 2130 hours I was contacted by the on duty PSCC supervisor to respond to 6202 Ft. Hunt Rd. for a single vehicle fatality. While on scene I discovered a black Olds Bravada in the tree line and two small blood pools in the drive way. There was also blood and glass debris in the driveway. The operator of the vehicle was transported by ground to Mt. Vernon Memorial Hospital and identified as Bertha Champagne. Bertha was a maid for Marvin Bush who resides at 6202 Ft. Hunt Rd. By the time I arrived on scene the body was already transported to Mt. Vernon Hospital by ground. During the course of my investigation I interviewed Marvin Bush. Marvin stated that he arrived home at approximately 2045 hours. He advised me that he had a brief conversation with with Bertha in the kitchen. Bertha then tells Marvin that she wants to show him a video tape of her and President Bush. She then leaves the residence to take out the family dogs and retrieve the video tape. There are no witnesses to the crash. There were no signs of any other type of crime involved with this event. The victim had all her money in her wallet and all her personal belongings such as jewelry and a watch in her possession. According to the Medical Examiner, Bertha's injuries were related to this crash. There were no blunt injuries or injuries related to a robbery or a carjacking.

During the course of my investigation I found several paint scrapes on the building located at the end of the driveway. Sgt. Wimberly directed me to take several samples of evidence at the scene. The following evidence was taken from the crash scene, vehicle involved, and Bertha's shoes:

All evidence was packaged accordingly and dropped of [sic] at the lab for analysis. The mulch samples were taken to the property room in case a dirt analysis is requested at a later date. Currently the state lab will not accept dirt samples. The clothes were shown to the victim family and photographed at OSB."

The Fairfax police public statement on the death made no reference to Marvin Bush, his address, or the videotape of the deceased employee with President Bush:

"A 62-year-old Alexandria area woman died after being pinned between a rolling car and a building.  The crash happened on Monday, around 9 pm, near the intersection of Fort Hunt Road and Edgehill Drive.  Bertha Champagne had gone outside to get something from a car in a driveway.  The car, which was left in gear, began to roll forward.  Champagne was pinned between the car and a small building next to the driveway.  The car continued to roll down the driveway, crossed Fort Hunt Road, and came to rest in a wooded area.  Champagne was taken to Inova Mount Vernon Hospital where she was pronounced dead."

In fact, an attempt by this editor to obtain the police report in 2003 was unsuccessful, the Fairfax police public affairs officer claiming that it was only releasable to the "Accident Reconstruction Team."

Some observers wondered if Secret Service agents might have been able to assist Champagne when her car pinned her. According to the Secret Service in Washington, the agency only provides protection to presidential siblings if an Executive Order authorizes such action. A Secret Service spokesperson emphasized there was no current Secret Service protection for Marvin Bush at the time of Mrs. Champagne's death.

There are also questions concerning Champagne's actual place of residence. According to the Post story, Bush told police that Champagne resided at their compound on Ft. Hunt Rd., however, the police report listed her residence at another home in the Franconia section of Alexandria.

The incident at Marvin Bush's residence occurred on September 29, 2003, but the Washington Post did not report it until October 5 and buried it on page 3 of the Metro section. Nevertheless, the Washington Post was the only media outlet to cover the story at all. After the incident, Fairfax County Police spokesperson Courtney Young said police had not determined the exact cause of Champagne's death.

The Fairfax County Police press release is dated September 30, 2003 at 1330 (1:30 PM), some sixteen and a half hours after the incident occurred. The police were well aware of Marvin Bush's controversial role in serving on corporate boards for companies associated with the 911 terrorist attacks, however, they emphasized that Champagne's death was merely a quirky accident and no foul play was involved.

The police report refers to Marvin Bush's occupation as "sales." In fact, Marvin Bush served on the board of Securacom (renamed Stratesec). Just a few weeks prior to Champagne's death, Securacom (which provided security for Dulles International Airport and the World Trade Center on 9-11) filed for bankruptcy. Bush also served on the board of HCC Insurance Holdings, inc. (formerly Houston Casualty Company), one of the re-insurers for the World Trade Center. Marvin Bush is also a co-founder of Winston Partners Group, a financial investment firm, along with A. Scott Andrews, a former chief financial officer (until 1994) for Worldcom. Bush had also served on the board of Fresh Del Monte Produce, Inc., a Palestinian-owned firm with headquarters in the Cayman Islands and a U.S. office in Coral Gables, Florida. In 2002, Bush left the board after it became the subject of a Securities and Exchange Commission investigation.

As reported on WMR on October 14, Eric Miller, a Harvard Law School graduate and the Assistant Chief of Litigation for the SEC from 1999 to May 2005, was beaten to death on September 7, 2005 in the Alexandria Motel on Route 1, just around the corner from the Marvin Bush residence. Miller, an African American, was reported to have fallen on bad times and taken up with two white crack users.

October 21, 2005 -- The Grand Jury in Leakgate is expected to sit again today at the US Courthouse in Washington, DC. Although speculation about indictments continues at a frantic pace, there are no indications that indictments will be announced today. Washington Fridays, especially late afternoons, are notorious for press releases being issued by government agencies when the intention is to bury the news during the weekend. Although Special Prosecutor Patrick Fitzgerald has shown no inclination towards media spin, his public information officer would likely advise against a Friday announcement. However, the investigation has been noteworthy for the lack of leaks and any systematic media spin from the prosecution side, so anything is possible. The New York Times (if they can still be believed) is reporting that announcements of indictments will not be made until next week. The Grand Jury is due to adjourn next Friday, October 28.
