Where's the money, John?

In the last weeks of the campaign, the DNC made repeated appeals for funds to fight election irregularities.  They reportedly still have around $20 million in the coffers.  Meanwhile, Bev Harris of blackbox voting is doing their work and raising money privately for her heroic efforts.  What gives?
